U.S. AI and Fintech Giant AngelAi, REDSALT Sign MOU to Expand AngelAi Platforms into Saudi Arabia, Eyeing Saudi Banks for AI Home Finance

Fresh off a $100 million growth investment, AngelAi makes Saudi Arabia its base for Middle East expansion, with REDSALT advising on the selection of its Saudi partner bank for AI-powered home finance in the Kingdom

RIYADH, SA / ACCESS Newswire / October 6, 2026 / AngelAi, the deterministic AI financing platform developed by U.S. fintech and artificial intelligence company Celligence, and REDSALT today announced a memorandum of understanding to expand AngelAi’s platforms into Saudi Arabia, with Saudi banks and real estate finance companies as the first intended users and the Kingdom as the base for AngelAi’s expansion across the Middle East. Under the MOU, REDSALT will support AngelAi’s market strategy for Saudi Arabia, including advising on the selection of top-tier Saudi banks and finance companies as deployment partners, advising on the requirements of the Saudi market and identifying local partners across the region.

The agreement comes weeks after Celligence secured a $100 million investment from Mortgage Treasury, announced Sept. 9, to scale its AI mortgage automation platform globally.

AngelAi is an AI assistant that takes home buyers and financial institutions from first conversation to funded transaction. For home financing, the platform guides a customer through the entire process, from application and validation to processing, underwriting and servicing. This is a mature platform, not a pilot. AngelAi is the product of more than 20 years of R&D, over 100 U.S. patents and hundreds of millions of dollars invested by founder Pavan Agarwal, and has run in live production for years inside Sun West Mortgage Company, drawing on its more than four decades of U.S. home-finance expertise. The platform has grown to more than 400,000 users and has processed more than 200,000 transactions representing over $40 billion in home financing in the United States.

AngelAi announced its entry into Saudi Arabia and the Middle East in September 2025, marking the milestone with a launch celebration in Diriyah, Riyadh, headlined by comedian Russell Peters and attended by financial leaders, investors and innovators. The REDSALT MOU advances that market entry to its next stage: the selection of AngelAi’s Saudi partner bank, advisory on the requirements of the Saudi market and the identification of partners across the region, with Saudi Arabia as the base for AngelAi’s regional expansion.

Pavan Agarwal, founder and CEO of Celligence and creator of AngelAI, at the Riyadh launch celebration.

Unlike the generative “wrapper” models only now being piloted by some banks, Celligence engineers auto-morphing neural cells that power AngelAi’s patented transactional language model (TLM), which processes investor rules, borrower context and guidelines to produce auditable decision paths, with every output backed by a warranty. For a regulated bank, that combination of deterministic output, auditability and a warranty on results is the difference between an AI experiment and an AI system that can sit inside a credit process. Celligence states that the cost of manufacturing a loan with AngelAi is less than $125, excluding sales, marketing and third-party expenses, against roughly $5,000 at the average U.S. lender.

Saudi Arabia’s Vision 2030 sets a national homeownership target of 70%, and the Kingdom’s banks and real estate finance companies carry the origination volume required to reach it. The constraint is throughput. AngelAi gives the Saudi bank it selects as its partner the ability to originate and service home finance at a fraction of current per-file cost, with every decision auditable, inside the bank’s own regulatory, risk and Sharia governance frameworks.

“As more and more Saudis are buying their own homes, we know that when it comes to AI and finance, there can be no mistakes,” said Pavan Agarwal, founder and CEO of Celligence and AngelAi. “AngelAi was built for exactly that standard: deterministic, auditable and backed by a warranty. This is a leapfrog opportunity for the Kingdom’s AI ambitions, and the bank we select will be among the first in the world to offer its customers AI they can bank on.”

“REDSALT partners with exceptional technologies that transform markets, and AngelAi is exactly that,” said Lucien Zeigler, chairman and partner of REDSALT. “Saudi Arabia is all in on AI, and the opportunity for the Kingdom to lead the world in AI-driven home finance, with trusted and proven technology from the United States, is enormous.”
